I think why IE6 still has a share in the browsers is because of the lack of user knowledge. Any user that’s pro-actively involved in technology and the way it changes will constantly try to keep up to date with new trends. Unfortunately, people stick to what they know best and therefore don’t explore the newer technologies.
I do however, think that many people will make use of the html5 / css3 templates once they see just what exactly it can offer their site.

It’s indeed tempting to jump on board the HTML5 / CSS3 bandwagon, with all its slick new functionality. The hangup, of course, is the lack of support for these technologies in browsers that still have a major share of the market (read: Internet Explorer 6, 7 & 8). What’s really discouraging is that, despite the best efforts of developers worldwide, even quirky, almost-prehistoric IE6 still has a measurable market share. If IE7 & IE8 prove anywhere near as long-lived, there won’t be widespread support for the new web technology stack for some time to come.
